Pretreatment Program
The City of Bossier City Industrial Waste
Pretreatment Program is a federally mandated and approved
environmental program designed to identify industrial and
commercial users of the City;s sanitary sewer system which
might be subject to federal and local pretreatment rules
and regulations.
Objectives
The objectives of the Bossier City industrial
waste pretreatment program are to prevent the discharges
from industrial and commercial sources that could; interfere
with the operation of the city's collection and treatment
system, including interference with the use or disposal
of municipal sludge to prevent the introduction of pollutants
into the city's sanitary sewer system which will pass through
the treatment works or otherwise be incompatible with such
works; and to improve opportunities to recycle and reclaim
municipal and industrial wastewaters and sludges.
Pretreatment Staff Responsibilities
The City presently employs a staff of
three (3) full time employees. The pretreatment staffs
responsibilities are to ensure that both permitted and
non-permitted industrial and commercial facilities are
compliant with federal, state, and local Pretreatment Program
Requirements. Compliance with these rules is ensured through
conducting routine and non-routine inspections and sampling
events, evaluations of industrial and commercial user surveys,
review IU self-monitoring reports and wastewater discharge
applications for issuance of wastewater discharge permits.
Pretreatment Program Facts
There are currently 18 Significant Industrial
Users (SIUs) whose wastewater discharge is permitted by
the City's pretreatment program. There are 5 categorical
and 13 non-categorical SIUs. Each permit has been written
in accordance with 40 CFR 403 and the City;s Sewer Use
Ordinance No. 88 of 1992. Each permit consists of effluent
limitations, monitoring requirements, reporting requirements,
General discharge prohibitions, along with rules concerning
right of entry, confidential information, sampling/inspections,
special conditions, enforcement, and surcharges, fines,
and fees. Each permit issued is for a three-year period.
A permit fee is issued to each permitted IU on a yearly
basis. (The Categorical permit fee is $400.00 per year
and the Non-categorical fee is $250.00 per year.)
