Marvin E. Anding 1977-1983

Marvin Anding was born in March 1922 at Bude, Mississippi and was reared in Smackover, Arkansas. The United States Air Force brought Colonel Marvin Anding to Bossier City. He was a Base Commander at Barksdale Air Force Base prior to his election as mayor. He also served as the first Vice President of the Louisiana Municipal Association.

Mayor Anding set the city’s future course by presiding over the new mayor-council form of government established in 1977. He is also noted for his superior leadership during and after the tornado of December 1978, when Bossier had been declared a disaster area.

During Mayor Anding’s administration, Bossier City’s remarkable growth continued. Mayor Anding was quite proud of his role in planning a $13 million municipal complex. It was designed to house government offices in a central location. The planned completion date was the end of his term in 1985. Unfortunately, Mayor Anding died suddenly on September 11, 1983 and did not live to see the completion of the beautiful Bossier City Civic Center.
