For new construction, the physical addresses within the city will be assigned by the Engineering Department. For outside the city limits, the 911 Office will issue the addresses. You may contact the Engineering Department at 318-741-8567 or the 911 office at 318-965-2911, if you need an address assigned.
Permits shall be required for new construction, additions, and alterations/repairs for existing commercial structures. Two full sets of plans are needed and shall bear the name and address of the designer. The plans shall completely describe the entire construction, showing all architectural, structural, plumbing, mechanical, electrical, and landscaping work. For questions regarding the landscaping plans, contact the MPC Department at 318-741-8824. Plans will also need to be submitted to the State Fire Marshall for review and approval before the City's Fire Prevention Department signs off on any plans. For information regarding this procedure contact the State of Louisiana Office of State Fire Marshal at 800-256-5452 or 225-925-4920. You can also log into their web site: www.dps.state.la.us/sfm. If the structure being built or altered is a food establishment, a letter of approval from the Department of Health will be required before the permit can be issued. You may contact the Health Department at 318-741-7314 for questions in regard to the letter. The building contractor will need to provide proof of general liability insurance in the amount not less than $100,000, and if contract amount is $50,000 or more the contractor must provide a copy of state contractor's license. For information on how to obtain a state license, you may contact the State Licensing Board of Contractors at 1-800-256-1392 or log into their web page: www.lslbc.louisiana.gov. Also, if the contractor is out of state, they must provide a certification of non-resident contractor status from the Louisiana Department of Revenue. For information concerning this letter, contact the Department of Revenue at 225-219-7356. The owner of commercial properties may obtain the permit up to $50,000 without a general liability insurance or state license.
Permits shall be required for new residential construction, additions, and alterations/repairs for existing residential structures. For new construction, the builder must submit one set of full plans, general liability insurance, and copy of state contractor's license. A property owner can obtain a permit to build a house as long as an affidavit claiming exemption from licensure is signed and notarized. He/She will serve as the builder and will maintain the house as their personal residence for one year. Also, they must have not built another house within the past year.
On any type of residential permits, if the amount exceeds $7500, the building contractor must be registered with the State as a Home Improvement Contractor. To register as a Home Improvement Contractor, contact the State Licensing Board of Contractors at 1-800-256-1392. The owner, however, can obtain the permit and fill out the affidavit claiming exemption from this rule, only if they live in the residence where the work is being preformed.
The Engineering Department will need a finish floor elevation certificate for any new construction that is in a special flood hazardous area.

Fees for all building permits are based on the construction cost amount. For the first $2,000 the fee is $30.00, then is $4.00 per every thousand after that. See example under the fee schedule.
Electrical permits shall be required for all electrical construction installation including alterations, repairs, replacement, fixtures, equipment, appliances, material, fittings and/ or appurtenances, which include, service entrance, feeders upgrades, branch circuits, transformers, motors, swimming pools, saw services, temporary power, etc. Permits shall be obtained before commencing any work on properties.

Any person or contractor wishing to perform Electrical work within Bossier City MUST have a current Bossier City license. Before a license can be issued by the city, the contractor must provide a copy of their state license/or have passed the ICC exam for electrical master, picture identification, a copy of general liability insurance not less than $100,000, and pay the required fees. The same applies to electrical journeyman except for the general liability requirement. The same requirement applies in order to obtain an electrical sign manufacturer's license.

Plumbing permits shall be required for the repair or alteration of any plumbing system and gas piping work, which include plumbing fixtures, sewer/water connections, fire hydrant, swimming pool, lawn sprinkler system, gas retest on gas distribution system or service connection, clothes dryer, incinerators, gas grills, water heaters, etc. Repairs involving only the working parts of a faucet or valve, the clearance of stoppages, repairing leaks, or replacement of defective faucets or valves may be made without a permit provided no changes are made in the piping to the fixture. Permits shall be obtained before commencing any work on properties.

Plumbing Master/Journeyman contractor's licenses must be obtained from the State Plumbing Board of Louisiana.
Mechanical permits shall be required for the installation, alteration, replacement and/or repair of all vented type heating units; all air conditioning units; all suspended type infra red heating units and/or combination air conditioning and heating units with duct work attached; all water cooled refrigeration units, remote or packaged type; all remotely installed air cooled refrigeration units; all air conditioning units of 54,000 BTU's per hour, or greater at Air Conditioning and Refrigeration Institute conditions; all steam and hot water boilers; steam distribution system, hot water heating distribution; warm air distribution system; air conditioning distribution system; blower and/or exhaust or ventilating systems in other than residences; combustion air and induced draft fans and blower; and evaporative coolers and ventilating hoods over the following: Cooking ranges and appliances for frying, barbecuing, broiling and/or baking of foods in other than residences.
Permits shall be obtained before commencing any work on properties, and permits shall also be required for repairs when any component part or piece of equipment is replaced when the cost of such repairs or replacements exceed $300.00 including labor.
