The City Council of the City of Bossier
City, Louisiana is governed by the following sections of
the Municipal Code of Ordinances:
Section 3.07.- All powers of the city
shall be vested in the council, except as otherwise provided
by law or this charter, and the council shall provide for
the exercise thereof and for the performance of all duties
and obligation imposed on the city by law.
Section 3.01.- The city council shall
consist of (7) members elected. Five (5) members shall
be elected from council districts by the qualified electors
in each council district and two (2) members shall be elected-at-large
by all the qualified electors of the city.
The council holds regular meetings twice each month in council chambers at the Municipal Complex, 620 Benton Road, Bossier City, LA. The regular meetings are held on the first and third Tuesdays of each month at 3:00 PM; agenda meetings are held the second and fourth Tuesdays and are held at 3:00 PM.
Special meetings may be held on the call
of the president pro-tem of the council, the mayor or four
(4) or more members of the council and upon no less than
twelve (12) hours notice to each member. Emergency meetings
affecting life, health, property or public safety, may
meet whatever notice it shall be convenient to give. All
meetings shall be open to the public.
The president, or in his/her absence the
vice president, presides at meetings of the council. A
quorum is necessary before a lawful meeting of the council
can be held. A quorum consists of a majority of the members
of the council. Ordinances or resolutions are adopted,
only by a majority of those present and voting at a lawful
meeting of the council. All voting is by roll call (as
shown on an electronic vote board) and the ayes and nays
are recorded in the minutes of the council.
Ordinances may be introduced at any regular
meeting of the council, or at a special meeting if the
subject thereof has been included in the notice of such
meeting. The title of each ordinance shall be included
in the minutes of the meeting. Every ordinance shall remain
on file in final form for public inspection with the city
clerk at least seven (7) days before its final adoption.
Notice of the introduction of the ordinance must be published
once in the official journal of the city at least seven
(7) days before final adoption. Any interested person may
file during this time his reason for objection and the
council shall grant him the right to be heard before final
adoption.
Every ordinance passed by the council
shall be published in the official journal of the city.
No ordinance, with the exception of emergency ordinances,
shall be effective before ten (10) days from the date of
its publication.
The minutes of each council meeting are
published in the official journal not later than fifteen
(15) days after such meeting. The official journal is the
Bossier Press Tribune.
It shall be the duty of the city clerk
to maintain a register of ordinances in which all ordinances
shall be recorded in full.
The council shall appoint an officer of
the city who shall have the title of city clerk. The city
clerk shall keep the journal of proceedings and perform
such duties assigned by the council.
